Ir Sammy YEUNG is currently the Assistant Director/2 of the Electrical and Mechanical Services Department, who has been serving the Government for about 30 years. Ir YEUNG received honorary degree BEng in Building Services Engineering from the Hong Kong Polytechnic University in 1993, master’s degree in public administration from the University of Hong Kong in 1999 and postgraduate certificate in IT from the Open University of Hong Kong in 2005. He is currently a Fellow member of the HKIE and the CIBSE, and has served as the Chairman of Building Services Division of the HKIE in 2022/23 session. He is familiar with the building industry and experienced in the whole building life cycle from new build construction to continuous operation and maintenance. In recent years, he is leading the department to develop the innovative approaches on smart construction and smart building with E&M digitalization. Those include MiMEP development and application, enabling the Big Data and AI development on Building E&M for Carbon Neutrality and enhanced predictive maintenance. |

Ir C.S. Ho is a practicing engineer as well as a lawyer. He graduated with BSc (Engineering) from HKU, then earned an MBA, a Post-graduate Diploma in Software Engineering, and PCLL from HKU; and LLB from Manchester Metropolitan University of UK. He is currently the General Manager of BEAM Society Ltd, the Chairman of Hong Kong Quality Assurance Agency, a Barrister-at-law at the High Court of Hong Kong, and an Adjunct Associate Professor of the University of Hong Kong, teaching engineering and legal subjects at both the graduate and post-graduate levels. Ir C. S. Ho had been working with Hong Kong Housing Authority as the Chief Building Services Engineer, heading the Building Services Section responsible for the design and construction of BS installations of all the new public housing development projects. Ir Ho is a Chartered Engineer, a fellow of the Chartered Institution of Building Services Engineers and a Corporate Member of Hong Kong Institution of Engineers (HKIE). He is now the Director of the Hong Kong Green Building Council, Co-Convener of Green & Sustainable Finance Committee of UNESCO HK Association, and had also served as a committee member of the Electrical Division and the Building Services Discipline Advisory Panel of HKIE apart other community services. Ir Ho has been devoted to promoting green finance, sustainability, green building, and BEAM Plus (Building Environmental Assessment Method) which aims at improving the overall quality of the built environment. |

Dr. William Yu is the Founder and Chief Executive Officer of World Green Organisation. He is an energy economist and climate professional by training and completed his PhD at the University of Cambridge. He earned an Executive MBA from the Thunderbird Global Management School, U.S.. Dr. Yu also completed a Sustainable Finance Programme at Cambridge and accredited by UNDP as trainer on United Nations SDG Impact Standards.
Dr. Yu is ESBN Task Force Member, The Economic and Social Commission for Asia and the Pacific, the United Nations and the Vice-Chair of Asia Pacific Business Forum (APBF) of the United Nations ESBN 2022. He is also a member in Advisory Council on the Environment (ACE), Environment and Ecology Bureau and member in newly established Council for Carbon Neutrality and Sustainable Development, HKSAR Government.
