Ir Joe Chow is currently the Secretary (2025-2026), he was elected as the Vice President (2023-2025), Chapter Secretary (2021-2022).
Joe is a Chartered Engineer in Mechanical and Energy with more than 15 years of experience in sustainable engineering and facilities management in mega district cooling system, shopping centers, commercial buildings, and campuses in HK, Macau, and the Mainland.
Currently, Joe serves as the General Manager at Hong Kong District Cooling Company Limited (HKDC), a subsidiary of Veolia, to manage the O&M contract for Kai Tak District Cooling System and Science Park District Cooling & Heating System.
Previously, Joe was the Head of Energy at City Facilities Management (HKG) Ltd, responsible for the energy management and sustainability activities for an international retail group. One of his projects won the CLP Smart Energy Award 2021 Grand Prize and IFMA Asia Pacific Award of Excellence 2021.
Joe acquired Bachelor's Degree in Electronic Engineering and a Master's Degree in Energy Engineering at HKUST and HKU respectively. He is dedicated to promoting sustainability and the young generation. He served as Chartered Engineer Assessor in the Institution of Mechanical Engineers and guest speaker on Energy Management. He is also the past president of the ASHRAE Hong Kong Chapter.
