of space used by the enterprise and at the same
time improve workplace culture and employee
satisfaction – ultimately leading to improved
business performance through reduction of
cost and greater productivity. Through research
findings, case studies, presentation and audience
discussion this session will explore the theory,
the evidence, issues and implications and the
benefi ts of new approaches to allocating and
using space inside and outside an organisation’s
offices.

Mr. Peter Andrew is the Director of Strategic
Briefi ng based in the DEGW Asia-Pacific
Melbourne offi ce. Peter has over 19 years
experience with commercial, government and
university clients and is an expert in strategic
briefi ng, tenant research, building appraisal,
space planning and space budgeting with
practical experience working with clients
throughout Australia, New Zealand and Asia. He
teaches at university and for the professional
development programme of CoreNet Global.

EVALUATION – A GOOD
PRACTICE GUIDANCE BASED
TOOLKIT

Post Occupancy Evaluation (POE) is critical for
evaluating the performance of a building and
judging whether a project has met the client’s
need and expectations. POEs can be used to
review the process of achieving the project
including the resources used, whether it was on
time or on budget. POE can also be used to look at
both how a building is operated and managed, and
its strategic value. It is, therefore, an integral part
of the building’s life cycle. The research and toolkit
review the individual developed, and proprietary
based POE products, and move beyond them,
providing structured guidance enabling useful
feedback for managing building portfolios and for
developing and designing future buildings. It is
relevant for all types of project regardless of size
and complexity.
OBJECTIVES
• Develop a matrix in tabular form of the
individual components and elements of the
different models and methods used;
• Support the matrix with descriptions and
explanations on the IMPLEMENTATION,
OPERATIONAL and STRATEGIC review
stages including the components and
elements within;
• Publish HEFCE Good Management Practice
estates Toolkit;
Mr. Mel Barlex is Director of Estates &
Facilities for the University of Westminster. He
is experienced as an executive and at board
level with extensive strategic and operational
experience working in the UK and overseas.
His experience includes developing and
implementing strategic real estate solutions
involving property and land disposal/acquisitions
plus successful multi-million dollar capital
programs and projects, with considerable
experience of leading organisational change to
deliver improved services. Mel is a Chartered
Building Surveyor with an MBA in strategic
management and an MCR (Masters in Corporate
Real Estate – Corenet Global). He is a member of the RICS (Royal Institution of Chartered
Surveyors), BIFM (British Institute of Facilities
Managers) and Corenet Global.

This inspiring workshop will examine the synergy
between accommodation and organisation. Its
main themes are facility management today,
whether to design for change or for chance,
space planning: playing with lego, the integration
of FM/maintenance and exploration, SSC in
multi-tennanted buildings, outsourcing and
required skills, and the design of fl exible multitennanted
buildings.
OBJECTIVES
• Be ready for the future: integration of design,
building and FM.
• Strategic level: to built is not a goal at itself
but a need for the organization.
• Learn the effect of building for the future or
the future building for you.
Mr. Sven Dekker (1963) graduated in Architecture
and Real Estate and has a long-standing
background in consultancy with respect to
corporate real estate management and facility
management issues. In his current position, he
is responsible for the operational management,
human resources management, turnover and
sales of part of ICS. He manages complex
projects in the fi eld of (accommodation) strategy
and policy, project management and (facility)
organisation development in the profi t and
non-profi t market. He is visiting lecturer at the
Amsterdam School of Real Estate and a member
of IFMA.
Mrs. Sabine van der Wijden (1975) graduated
in hospitality management and business
administration and has a standing background
in consultancy with respect to change
management, business process redesign,
reorganizing and workplace strategy. In her
current position as manager she is responsible
for turnover and sales of part of ICS, coaching
and innovation of services. She manages
complex projects in the fi eld of workplace
strategy, redesigning facility management
organizations, major outsourcing projects,
change management and complex relocation
projects in the profi t and non-profi t market. She
is a visiting lecturer at the study centre of facility
management in Holland.

Mr. Michael Schley is the CEO of North
Carolina-based FM:Systems, which he founded
in 1984 with the vision of creating a fl exible,
comprehensive facility management system
that could be easily used by facility planners and
managers. Michael was the original developer of
FM: Forecast and FM: Space software programs
and is recognised throughout North America
for his expertise in computer-aided facility
management. Before founding FM: Systems,
Michael was Corporate Director of CAD services
for CRS Sirrine, an international architecturalengineering
firm headquartered in Houston,
Texas. He has a Master of Architecture degree
from the School of Design at North Carolina
State University and a Bachelor of Arts degree
from Case Western Reserve University.
