Performance contracting is an effective vehicle
in achieving energy efficient use of resources. It
also assists in delivering high quality facilities
maintenance through reengineering and
transformation of services. However, the cases
where total performance-based solutions have
been used are few, especially in the health
care sector. This presentation will explore the
risks, barriers and advantages inherent in such
contractual arrangements. Based on the research
findings in various hospitals in Hong Kong,
performance contracting will be demonstrated
to be a viable solution to different modes of
operations in public and private hospitals.

Professor David Scott is Professor and Head
of Department of Civil Engineering at Curtin
University of Technology in Perth, Australia.
His main areas of research interest have
focused around construction management and
engineering economics. As the complexity and
scope of construction-related research projects
grows it is important to develop cooperative
teams of researchers who can use their different
skills and experience to produce high quality,
practical solutions to real problems. In line with
this philosophy Professor Scott is continuing
to work on research projects with colleagues
in Hong Kong, where he last worked, and also
developing new links with colleagues in Curtin
and around Australia.
Mr. Eric K S Chan is Senior Hospital Manager
(Facility Management), Kowloon West Cluster,
Hospital Authority, specializing in Maintenance
Management, Quality Management and
Built Environment Issues. Prior to this, he
was Maintenance Manager at Hong Kong
Telecommunications Limited and Colliers
Jardine Property (HK) Limited. He has received
his Master of Science in Construction and Real
Estate and then further obtained his second
Master in Health Services Management from
Hong Kong Polytechnic University. He is a
PhD candidate with research focus on energy
management in FM context. He has successfully
led his Facility Management Department to
win the Outstanding Team Award 2003 of the
Hospital Authority. He is Registered Professional
Surveyor, Chartered Building Surveyor,
Chartered Builder and Fellow Member of Hong
Kong Institute of Facilities Management.

AND SUSTAINABLE FACILITY

Signifi cant challenges lie ahead in moving our
building stock towards longer term sustainable
development. Air pollution, energy consumption,
climate change, resource depletion, waste
generation, water pollution, biodiversity
and indoor environmental quality are wellrecognised
concerns that sooner rather than
later must be balanced with societal needs
and economic prosperity. This presentation
will identify the wider ranging and longer
term factors that need to be addressed in the
pursuit of sustainable development, and how
the property and facility management sector
can best embrace these. Case examples from
the HK-BEAM green building label (Hong Kong
Building Environmental Assessment Method)
and its 100+ assessed projects will be used to
share examples of action in property and facility
management in Hong Kong.

Mr. Kevin Edmunds is Chief Operating Officer
of the Business Environment Council, an
independent and cross-sector Hong Kong
business association dedicated to sustainability.
An environmental professional with 14 years
experience in Asia and Europe, his particular
expertise lies in the design, construction and
operational performance of buildings. Kevin is
a founding Executive Committee Member of the
not for profi t HK-BEAM Society that governs the
implementation of the HK-BEAM green building
label,. He has an MSc in Energy Conservation and the Environment from Cranfi eld Institute of
Technology and a BSc honours in Physics from
Manchester University in the UK.

Sustainability is a process, not a destination.
The process starts with a well thought-out
sustainability policy that includes building
operations. An effective approach to
sustainability involves policy development,
transformation of that policy into an action
plan that includes operational practices, and
a methodology for constant measurement
and improvement. How do you develop your
sustainability policy? How do you transform
your policy into an action plan? How can you
measure the effectiveness of the plan? How
is the participation of the design team and its
interaction with facility management affecting
the success of your plan? This presentation will
focus on overall concepts and new systematic
approaches to plan and implement business
processes, potential outcomes of sustainable
operations, and how best to measure
performance of sustainable practices.
OBJECTIVES
• Learn strategies to develop a sustainability
policy and turn that policy into a sustainable
operations plan.
• Identify at least 5 key performance indicators
that will help you measure the effectiveness
of your sustainability plan.
•Learn how to use a scorecard approach
to measuring the effectiveness of your

Mr. Christopher Hodges, P.E., CFM, IFMA Fellow,
is a founding Principal of Facility Engineering
Associates and has more than 25 years of
experience in building operations and facility
management. He has a Masters Degree in
Materials Science and Engineering from Johns
Hopkins University and Bachelor’s Degree in Civil
Engineering from Clarkson University. He is a
Registered Professional Engineer, Certifi ed Facility
Manager, and LEED Accredited Professional. Mr
Hodges is an IFMA certifi ed instructor, and IFMA
and RICS Fellow. He is also a member of the
adjunct faculty in the George Mason University
certificate program in Facility Management.
