The Hong Kong Housing Authority provides affordable quality
homes, property management and maintenance services for
about one-third of the population in Hong Kong. The Authority has
to employ contractors from various sectors to deliver a variety
of services. These contractors have diversifi ed company goals,
working experiences, abilities and cultures. To ensure delivery of
quality services, the operation of a fl exible, objective and effective
Performance Assessment system to monitor the performance
of contractors is one of the key processes in sustaining business
success. The presentation gives a holistic overview of the
Authority’s experience in the development and operation of the
Performance Assessment System and how it has changed the
contractors’ culture throughout the entire supply chain.

Ada Fung is Deputy Director (Development & Construction) of
the Housing Department. She joined the department in 1984, and
she has extensive experience in public housing development and
construction, including project management, planning, design
and contract management, as well as spearheading continuous
improvements in the industry, developing initiatives on quality,
performance assessment, site safety and the environment.
As an architect by profession, she is an active member of
the construction industry. She is an alternate member to the
Provisional Construction Industry Coordination Board as well as its
various Working Groups, a member of the Accreditation Advisory
Board under the Innovation & Technology Commission and a
member of the International Construction Clients’ Forum.
